Nottingham Forest VAR Controversy: New Footage Supports Disallowed Neco Williams Goal as Howard Webb Calls for Handball Law Change

Nottingham Forest VAR Controversy: New Footage Supports Disallowed Neco Williams Goal as Howard Webb Calls for Handball Law Change

Nottingham Forest’s goalless Premier League draw with Tottenham Hotspur has continued to generate debate after new footage appeared to support the decision to disallow Neco Williams’ goal. The incident has also prompted refereeing chief Howard Webb to call for a possible change to the current handball law.

Williams appeared to put Forest ahead during the second half at the City Ground. The goal was initially awarded by referee Craig Pawson, but VAR official Peter Bankes intervened after reviewing the incident. The goal was subsequently ruled out because the ball had made contact with Williams’ hand or arm before crossing the line.

At the time, Forest manager Oliver Glasner strongly disagreed with the decision. He argued that the available footage did not provide sufficiently clear evidence for VAR to overturn the referee’s original decision. Glasner questioned whether the video evidence met the required threshold for a clear and obvious error.

Williams also maintained that he had not deliberately handled the ball. The controversy therefore centred not only on whether contact had occurred, but also on whether the available evidence was strong enough for VAR to intervene.

New footage has now added another dimension to the debate. A tactical camera positioned behind the goal appears to show that the ball did make contact with Williams’ hand. However, the crucial point is that this particular camera angle was not available to VAR during the match.

Howard Webb, who leads the organisation responsible for elite refereeing in English football, has supported Bankes’ decision based on the evidence that was available to the officials at the time. However, Webb also believes the current handball law creates unnecessary controversy.

Under the existing rules, a goal must be disallowed if the ball goes directly into the net from an attacking player’s hand or arm, even when the contact is accidental. Webb believes the law should be reconsidered so that accidental contact does not automatically lead to a goal being cancelled.

He has indicated that Pro Ref and the Premier League intend to lobby the International Football Association Board for a change to the law. The objective would be to reduce lengthy and complicated VAR investigations and allow goals to stand when there is no deliberate handball or unnatural movement of the arm.

The Forest-Tottenham incident demonstrates why the debate remains complicated. The later tactical-camera footage appears to support the eventual decision, yet that evidence was unavailable to the VAR team when the decision had to be made.

For Nottingham Forest, the controversy was particularly frustrating because the disallowed goal could have earned them three points. Instead, the match finished 0–0, leaving both sides with a single point.

The incident has therefore become another major talking point in the ongoing debate about VAR. While technology can help referees make more accurate decisions, the Forest controversy shows that the quality and availability of camera angles—and the wording of the laws themselves—can still have a major influence on the outcome of a match.
