The key adjustment
The most important adjustment is flexibility without losing structure. England should be able to switch between a 4-3-3 and a 4-2-3-1 without completely changing personnel. Against Spain, controlling midfield and preventing dangerous transitions should be priorities. Against opponents defending deeper, England can use Palmer, Eze and Bellingham to increase creativity between the lines.
